apt already does, longer than (trying to) dropping a-t-h even.

The whole reason the package was reintroduced quickly after Julian
dropped it was that tools like debootstrap were exploding, and even
if he was expressing hope for the better in the commit message I have
my serious doubts that has changed and as he said we aren't exactly able
to fix the world… hands (more than) full with what we have now already.

If you can come with prove that debootstrap (and probably other tools)
can deal with virtual packages nowadays, we will be happy to oblige –
and I think I know a couple other people who would be happy, too.
