Bug#1016017: `apt remove ./<local deb file>` installs it

Hello !
I found an issue where trying to remove a local deb file from the system results in installing it
For example, `apt remove ./hello.deb` would install the package 'hello'
I think the correct behaviour should be to get the package name from the deb file and remove it, or throw an error

This problem shows up in both apt and apt-get, I did not try any other command

I did not include information about my specific system because bug showed everywhere I tried, including in a debian:11 docker image after building apt from source (https://salsa.debian.org/apt-team/apt)

I'm willing to submit a patch to salsa if I get the confirmation that this is a 'real bug'
