Default-Release now prefers the main archive over the security archive. This seems to be a behavior change from buster, presumably due to the renaming of the -security archive. eg

# apt-cache policy dnsutils

Yes, this is expected, and documented in the release notes:

https://www.debian.org/releases/stable/amd64/release-notes/ch-information.en.html#security-archive

Note that using the option as specified there breaks the `source`
command, you might want to pin in apt_preferences instead.
