So you're saying that apt is telling you one mirror is outdated and the
other isn't. Yes, that is clearly an issue with the mirror and nothing
to do with apt. You could even download the InRelease file linked above
and observe its Date: being 7d 8h in the past and Valid-Until: being 11h
in the past if you were still somehow unsure if apt was at fault.
