It does not say that. It says:
download will download the given binary package into the current
directory.
Now, it can also download multiple packages, and accept all sorts of
patterns like every other place where you can specify packages,
otherwise it would be pretty useless.
As I said, the manual pages need significant restructuring to be
useful, but we're not going to track this stuff here.
