Wouldn't you end up with that package being marked as manually
installed if it really wasn't installed and apt downloaded and
installed it as you expected it to? Either way you have the very same
state in the end. So you're basically saying "I wanted apt to install a
package and mark it as manually installed, but because it already was
installed I now don't want it to be marked as manually installed". :)
