Bug#977513: apt/apt-get doesn't work



Package: apt

Running 'apt update' or 'apt-get update' results in following output:

Get:1 http://security.debian.org/debian-security buster/updates InRelease [3,201 B]
Err:1 http://security.debian.org/debian-security buster/updates InRelease
Clearsigned file isn't valid, got 'NOSPLIT' (does the network require authentication?)

however I can download the InRelease file just fine with wget. Ping also works and I don't have a proxy configured. Do I need to supply some credentials for apt to work and if so, why? What are those credentials?
