Dear Maintainer,

When dirmngr is not installed, one gets the following error with apt-key.

$ apt-key adv --keyserver keyserver.ubuntu.com --recv-keys 7EA0A9C3F273FCD8

keyserver.ubuntu.com --recv-keys 7EA0A9C3F273FCD8
gpg: failed to start the dirmngr '/usr/bin/dirmngr': No such file or directory
gpg: connecting dirmngr at '/tmp/apt-key-gpghome.RXG41FeS1W/S.dirmngr' failed:
No such file or directory
gpg: keyserver receive failed: No dirmngr

To solve this, package apt should depend on package dirmngr.

No. It does not depend on gnupg either. Please fetch keyfiles and drop
them into trusted.gpg.d as you're supposed to, and stop clinging to the
past.
