I am no longer able to use Jessie-backports to retrieve arm64 packages.
With 'deb http://ftp.debian.org/debian jessie-backports main' in my sources.list, I get the following trace, tested on multiple computers and in this case using docker:

I don't know when it broke, but probably around this week or month. I really need the backports to install ffmpeg:arm64. Thanks in advance.

You are seeing two problems:
(1) Fetching the _amd64_ Packages files sometimes fails
(2) dependencies on arm64
For the first issue, it might be anything. Maybe your ISP is crappy. Seeing as it's jessie and an
occassional failure is not really release critical, I don't think we - the apt maintainers - are
going to investigate this further.
If you see the problem on stretch or buster, feel free to open a bug with the needed debugging logs, after making sure that
you really get the size you should be getting (try checking with curl or wget or something a few
times).
For the second issue, this is not a support forum - talk to backports mailing list or a general
user mailing list. You seem to be missing some pinning though.
