Bug#890896: ftp.debian.org: remove Priority fields from Sources files (or switch to optional)

In #758107 it was revealed that dak sets the Priority fields in Sources
files to "extra", thereby making this field not useful in any way.

Removing this useless field from the Sources files will save some bytes.

OTOH, the repository specification says this field "shall" be present:

If we are to keep the Priority field in Sources then it should be set
to optional because extra is deprecated (at least in the context of
binary packages).

Alternatively we could make dpkg-dev export the value from
debian/control to the .dsc file and have dak import and use that.

Thoughts?
