Changes to APT git workflow - salsa migration, repository access



This is just a more public notice that the git workflow for apt
changed. We moved from alioth to salsa, but will continue mirroring
to alioth for a bit. Please update your references to repos.

Regarding commit permissions, we will only be granting permissions
to active developers (limited to, but not including all, people who
read deity@l.d.o and are in #debian-apt), not to translators or
other people, as having people disconnected from the development
schedule with direct commit access is distracting. We can offer
access at "Reporter" level, though, if you want to identify with
the project.

I also encourage all contributions to be done as merge requests,
even for ourselves, with, at least for apt, one acknowledgement from
(another) apt developer before hitting the merge button. The procedure
is not entirely clear yet, but I hope we can go more in that direction.
- We also need to setup a CI pipeline, so we can automatically run our
test suite on merge requests (but this takes 3x 15-30 minutes or
something).
