There is no need to make it compatible with apt – the https transport
was moved to the 'apt' package, so that it is available by default.

The apt-transport-https package is hence no longer needed. Julian plans
to reintroduce the package as an empty transitional one to solve
a problem with debootstrap as the trick with 'apt provides
apt-transport-https' doesn't work in that usecase, but until then you
can just as well accept the remove caused by the upgrade of apt.

I am therefore closing this report as not-a-bug.
