The cache is reported empty and the suggested way to fill the cache does not work anymore:

Sample:
    $ apt-file search test
    E: The cache is empty. You need to run "apt update" first.

    $ apt update

    W: chmod 0700 of directory /var/lib/apt/lists/partial failed - SetupAPTPartialDirectory (1: Operation not permitted)
    E: Could not open lock file /var/lib/apt/lists/lock - open (13: Permission denied)

    W: Problem unlinking the file /var/cache/apt/pkgcache.bin - RemoveCaches (13: Permission denied)

Since that repository apparently has no Contents files, there can't be any
fetching of them here. (I looked at https://auto.mirror.devuan.org/merged/dists/ascii/).

Go talk to the devuan folks.
