Bug#869832: apt.conf(5): the time unit for timeout should be documented

The apt.conf(5) documents the timeout http/https option:

  The option timeout sets the timeout timer used by the method; this
  value applies to the connection as well as the data timeout.

and

  The option timeout sets the timeout timer used by the method; this
  value applies to the connection as well as the data timeout.

but the time unit is not documented. It seems to be "in seconds".
