You could look at 

 /var/lib/systemd/deb-systemd-helper-enabled/network-online.target.wants/
 /{usr/,}lib/systemd/system/network-online.target.wants/ 
 /etc/systemd/system/network-online.target.wants

to see if it contains your network managing wait service unit. You
should find one of these there:

NetworkManager-wait-online.service   for NetworkManager
systemd-networkd-wait-online.service for systemd-resolved
networking.service                   for ifupdown

If not, you might have to enable the service with systemctl
enable. If you use other tools to manage your network figure
out yourself if they are part of network-online.target

Note that this only applies on boot. Resume does not work.
