Bug#857836: apt and apt-cache disagree on installed size

Dear Maintainer,

apt and apt-cache disagree on installed size. For example:

    $ apt show apt | grep Installed-Size
    Installed-Size: 3,601 kB
    $ apt-cache show apt | grep Installed-Size
    Installed-Size: 3517

It looks like apt assumes that 1 kB = 1000 B, while apt-cache prefers
the definition 1 kB = 1024 B. Maybe there's a rational behind that, I
don't claim it's a bug. But it's a bit misleading, and I just wanted to
point that out in case it's a mistake.
