I agree it's been broken for almost 20 years.
I think apt-get has 20 years left in it yet.

So perhaps an option could be added that improves errors to have the
progname at the start so other commands and scripts, users of apt-get,
can be lobbied to improve their invocation, including home-grown ones.
But we need the mechanism.
