I noticed that after a fresh install of debian stretch apt-key is
installed but dirmngr is not, so apt-key tries to run it but fails.

$ sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys 93C4A3FD7BB9C367
Executing: /tmp/apt-key-gpghome.CiuiBNcSWq/gpg.1.sh --keyserver keyserver.ubuntu.com --recv-keys 93C4A3FD7BB9C367
gpg: failed to start the dirmngr '/usr/bin/dirmngr': No such file or directory
gpg: connecting dirmngr at '/tmp/apt-key-gpghome.CiuiBNcSWq/S.dirmngr' failed: No such file or directory
gpg: keyserver receive failed: No dirmngr

The workaroud is to install dirmngr manually.

That's not _really_ a supported mode of operation. And well, even
gpg is just a suggests these days, and that's needed for list. We
could add a dirmngr suggests, but that seems pointless: We do not
want people to do that sort of stuff.
