Bug#866377: apt: Please explain better when zero certificates are loaded from the system CA store

Hi,
After enabling the Dir::Bin::Methods::https method on a machine without
``ca-certificates`` installed I get:
$ apt-get update
Ign:1 https://debian.host.com lamby InRelease
Err:2 https://debian.host.com lamby Release
Could not load TLS certificates: Success.
Hit:3 http://cdn-fastly.deb.debian.org/debian sid InRelease
Hit:4 http://cdn-fastly.deb.debian.org/debian experimental InRelease
Reading package lists... Done
E: The repository 'https://debian.host.com lamby Release' does not have a Release file.
N: Updating from such a repository can't be done securely, and is therefore disabled by default.
N: See apt-secure(8) manpage for repository creation and user configuration details.
This means that it loaded zero certificates from the system CA store, but the "Could not load TLS certificates: Success." error message is:
a) A little bit strange; it's an error of sorts, but it ends with the
word "Success".
b) Not very helpful; it could suggest installing the ``ca-certificates``
package.
