This bug is part of a chain of things. Sorry for the brief excursion...

I wanted to file a smokeping bug using reportbug, and was told that there were
newer versions available (2.6.11-3 in unstable, stretch). I couldn't see if the
bug I wanted to file had already been fixed.

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=806804 wants a changelog-list
feature implemented for reportbug to address this using apt-get changelog
packagename=version

Ah good idea, so manually trying:
$ dpkg -l smokeping
ii  smokeping      2.6.9-1+deb8 all          latency logging and graphing syst
$ apt-get changelog smokeping=2.6.9-1+deb8
E: Version '2.6.9-1+deb8' for 'smokeping' was not found
$ apt-get changelog smokeping | grep urgency
smokeping (2.6.9-1+deb8u1) stable-security; urgency=high
smokeping (2.6.9-1) unstable; urgency=medium
smokeping (2.6.9-1~exp0) experimental; urgency=high
smokeping (2.6.8-1.1) unstable; urgency=low

So finally: please implement fuzzy matching of the version, so that 'apt-get
changelog smokeping=2.6.9' would return the three changelogs for 2.6.9* ... or
smokeping=2.6 returns 2.6* changelogs.

This will enable reportbug to more easily fix and close #806804
....which in turn will hopefully lead to less dupe bugs as people can more
easily check already implemented changes and bugfixes
....which will lead to less maintainer workload and make them happier :)

That isn't how apt works at all here. As usual a package name without
a version means 'candidate version' implicitly and with the version it
is decided which repository is asked for the changelog.

A package can be in multiple repositories (stable, stable-backports,
security, proposed-updates, …) all potentially with their very own
changelog, then you have (source) package renames and as soon as you add
3rd party repositories to the mix also completely independent package
histories are a possibility.

There is no one-and-only source of changelogs for a package and even if
there were that isn't what the command does: It displays the changelog
of the version requested – in other words, if you happen to have the
package installed in that version on your system it more than happily
displays the changelog you have on disk – and if apt doesn't know about
the version you requested it can't do anything as it doesn't know where
to look.


So reportbug would first need to ensure that apt knows about the latest
and greatest version, then it could ask apt to download that changelog
and then it could use dpkg-parsechangelog to work with that file (no
need for apt to implement from/to filters as it already exists there).

I am therefore closing this bug as what is asked for here is already
possible if done 'right' (at least in terms of how apt functions,
I can see why reportbug might want to have a different behaviour)
