Bug#820572: apt-ftparchive: apt-ftparchive generate does not recognize '-c=file'

i just noticed this does work:
root # apt-ftparchive generate config_file
but this does not work:
root # apt-ftparchive -c=config_file generate
it is possible that i am wrong here, but from reading apt-ftparchive(1) i
thought these two are expected to be equivalent. ?
