Nope, we have no questions given that we already know that the problem is at your end – The everchanging IP – not at the mirror(s) end. Just try http and see if it can deal better with that situation – but as mentioned before there isn't much (if at all) we can do about it as that is a pretty strange environment you are in… I at least never heard of a service provider constantly changing the IP of their users and I see all sorts of problems with it… for example: I couldn't survive without ssh and mosh gets you only so far…, but I digress.
