Bug#812173: apt fails to distinguish between different Provides of different package versions

So this actually is about two different bugs. -1 is about apt-get
build-dep doing something different from apt-get install and -2 is about
libjpeg9, which currently fails to build from source under sbuild:

In particular, fixing -1 will not automatically fix -2, which is why I
have turned it into an independent bug.
