As far as i see in the documentation of apt, the only way to specify proxy server protected by a a username/password combination is to set a http://user:pass@host option in apt.conf or as environment variable. To suit the need of paranoid people (like i am in some ways) it should be possible to set an option, which forces apt to ask for proxy-username and proxy-password
on usage and does not depend on saving it to unsafe places.

Closing this bug. As documented below, redirects are supported
since some time, and interactive auth is tracked in #414204.
