I can't reproduce this with 1.2~exp1 and neither with 1.1.10. 

Could you try running it with -o Dir::Cache=/nonexisting/ (assuming /nonexisting/
does not exist on your system). This would rule out an invalid cache, although
it seems unlikely that there would be an incorrect cache that still validates
correctly with the checksum in it.

If you can reproduce it, it would be great to have a copy of /var/lib/apt
and /var/lib/dpkg/status to debug this further.
