Hi,

Unfortunately, apt-get can't continue broken downloads.

The reason of the failed download (ctrl/c or connection timeout) doesn't seem to affect the behavior:
always a new download is started, even if the partial file is available in /var/cache/apt/archives/partial.

It is quite annoying on slow network connections.

Problem first experienced after my recent wheezy -> stretch (beta) upgrade, but it may have existed even
before that.
