Bug#806775: apt-get build-dep path/to/unpacked/source disagrees with dpkg-checkbuilddeps: difference in comment parsing

I immediately went ahead and tried the "apt-get build-dep
path/to/source" feature now available in unstable. It worked well for a
fair number of packages but somehow it broke on libxdmcp. It installs
its B-D just fine, except that dpkg-checkbuilddeps didn't agree with
that. The latter claimed xmlto and w3m to be missing. Looking into the
debian/control file of libxdmcp, one can see a comment (a line starting
with a "#") in the middle of the Build-Depends field. The packages xmlto
and w3m appear after that comment. So my guess is that apt treats this
comment as the end of Build-Depends while dpkg doesn't. I think dpkg is
right here and hope you agree.
