/var/lib/apt/lists/partial should contain the 'bad' InRelease file
(potentially with the .FAILED extension). Also, running
	apt-get update -o Debug::Acquire::http=1
might reveal something interesting.

Also, what version of apt and libapt is used here?
Any configuration derivation you might want to tell us about?

But as Julian said, this is likely a temporary problem of the involved
server and not of the client.
