hi,
on one of my hosts, I'd like cron-apt to send update e-mails, but not
to download any packages automatically. To accomplish this, I have set
"upgrade --no-download --download-only --show-upgraded --yes" in
/etc/cron-apt/action.d/3-download.
Unfortunately, apt displays that as an error ("E: Some files failed to
download"), which in turn causes cron-apt to treat this condition as
an error.
I understand that this might be difficult to fix in cron-apt (for
examply by ignoring non-zero exit codes if the output matches the
error message quoted above), but I think that my plan is legitimate,
and the wishlist bug should stay open to warn people of using the
combination of --no-download and --download-only.

Combining --no-download with --download-only does not make sense
anyway. You either want to download or not, you can't do both
at the same time.
You might want to use "--simulate" instead, or add "--fix-missing"
as the manual page for --no-download says.
