Bug#764174: snearkernet workaround



Well I start X windows, then a script asks me to plug in my USB
sneakernet disk, and then it does a chown.

So if apt has a script that does chown at boot, that area will get
covered up later when my mount takes place, so I will still need to do
my chown myself later. Sure hope

  chown _apt:root /var/cache/apt/archives/partial /var/lib/apt/lists/partial

is what I need and all I need.
