This is mainly used in the places where every character counts (like the one line progress report at the bottom of 'apt-get update'), so "wasting" too additional character for something which should be pretty obvious from the context ("5m 32s" probably doesn't mean "5 meters and 32 seconds" nor "5 months and 32 seconds") feels wrong.
