Bug#765951: apt: update / apt-key fails when using libpam-tmpdir

When running apt-get update in a system with libpam-dir in a sudo
session, I get errors like:

    Couldn't create tempfiles for splitting up [...]

where [...] is a file name in /var/lib/apt/lists
