Thanks for the report (and thanks for testing experimental apt versions)!

Around the same time we got another report about this, so this one was
supposed to be merged, but ultimatively forgotten… I am therefore
closing it now appropriately at least. The relevant changelog being:

apt (1.1~exp4) experimental; urgency=medium
[…]
  * Add missing "adduser" dependency (for the new _apt user)
