A stable release only gets security updates and criticial bug fixes
(and new Chromium releases, because everything else would be a
nightmare).

There are backports of newer upstream releases for some packages, but
not for gimp currently.

BTW, this is a development list, not a user support list. Your
question would be better directed at debian-user.
