In almost all situations when fetching build-dependencies, the user
wants the minimum set necessary in order to save time, disk space,
clutter, etc, so it would be preferable for apt to avoid installing
the recommends for <package> when doing 'apt-get build-dep <package>".

In fact, you can't even override it with --install-recommends. The code
is hardwired to not install recommends, so I wonder where you got the
idea from it would be different.
