Bug#735929: apt: cdrom method download shouldn't do anything

Hi,

I recently did an installation from a DVD.  During the
installation the biggest part of the time it's "retrieving" files.
Most of the files are on the DVD, and it got security updates
from internet.

I have no idea what retrieving from a cdrom is supposed to be
doing, but it seems to be reading all the files one by one, maybe
checking it's hash sums or something like that?  Why would it do
that?

So it send a lot of time seeking the cdrom from file to file, not
yet installing anything.

Then when all files where retrieved the installation started and
the DVD player was actually not doing much for a while because
most of the DVD was now in RAM.  But as the installation continued
it needed to start to read it from the DVD again.

This all makes little sense to me.
