Apt-get update is stuck and telling me to run apt-get -f install.  But that
tries to remove the current kernel and (thankfully) fails.

That is unlikely as it just updates metadata and doesn't change your
system at all. You probably mean 'apt-get dist-upgrade'.

This is not the error you got initially – this is APT trying to get back
to a system state which isn't broken. To get into a broken state a previous
APT (or dpkg) call needs to fail. The output of that call  would be
interesting, but in this case I can imagine what is going on:

You blindly accepted the solution APT proposed which included removing a
bunch of packages like the currently running kernel because of the
unfinished perl transition. Removing the running kernel fails by design,
but it looks like a good solution so APT will propose this as long as
linux-base is not installable to recover the broken system.

That is not a bug. This is how "Debian unstable" works, which in terms of
APT usage means that you can just blindly say 'yes' as you can in stable.

I am therefore closing this bugreport with the serious hope that you have
a recent backup to restore from as this perl transition will be going on
for a while and recovery could take a while otherwise I presume.
(probably more broken/removed than what APT can see)
