Bug#645713: Similar upgrade issue with docbook-xml/xml-core/sgml-base and KDE

Couldn't configure pre-depend xml-core for docbook-xml, probably a
dependency cycle" from APT when upgrading KDE. The trigger was a RC fix
for #678902 in sgml-base. The issue is now reassigned to 'general', and
I am not quite sure if it should be merged into this or not, so I only
mention it here for now.
