"file" URI in sources.list

Dear APT Development Team,

are weeks that I'm looking for a solution that fix the behavior of
"file" URI in sources.list, I hope that you will give me an answer. The
scenario:

# cat /etc/debian_version
7.1
# LC_ALL=C apt-get -v
apt 0.9.7.9 for amd64 compiled on Jun  4 2013 09:30:58
Supported modules:
*Ver: Standard .deb

I use iso dvd images mounted in loop to keep updated Wheezy, my
sources.list:

They are directories mount points to each iso image. I added
20language file to /etc/apt/apt.conf.d/ directory in order to have
english translation when descriptions are shown:

When I show details of a package with apt-cache command I got a short
description of the searched package. It seems that english translation
files aren't merged into /var/lib/apt/lists/ directory:

# apt-cache show hello

So I try to copy Translation-en file from the first loop mounted dvd
iso image (dvd-1) to /var/lib/apt/lists directory (renamed
opportunely) and translations are shown:

# cd /var/lib/apt/lists
/var/lib/apt/lists# cp
/media/sdb1/wheezy/dvd-1/dists/wheezy/main/i18n/Translation-en.gz
_media_sdb1_wheezy_dvd-1_dists_wheezy_main_i18n_Translation-en.gz
/var/lib/apt/lists# apt-cache show less

Briefly, archives gets with "file" URI in sources.list they are missing
of Translation-en.gz files in "/var/lib/apt/list" directory, while
archives gets with "http" URI they have Translation-en and
description-en are shown regularly. Therefore is it known behavior of
the "file" URI? How can I enable Description-en gets via "file" URI
without copy those Translation-en.gz files by hand?
