Bug#690437: apt: Changelog is called by apt-get while apt-cache is more logical

The package metadata referred to is located in /var/lib/apt/lists.
These are the Packages and Release files retrieved from the mirrors.

Changelogs are not included in that.  They are fetched on demand,
hence “apt-get changelog”.
