In short, -updates is provided to interested users as a testing area
and not yet considered part of the official stable release.

Not all mirrors provide -updates, or provide it in a timely fashion.
If the -updates repository did contain a complete copy of stable then
excessive load would be placed on those servers providing it as
clients download *all* packages from there.
