Bug#673294: apt: SYNOPSIS in man pages no longer translated

That is my fault, as Christian Perrier wished some time ago that we rework
the synopsis thingy so that a translator doesn't need to translate the
complete synopsis with all it's complicated xml tags and words which
shouldn't be translated. That was just to fragile to work with.
So as i had to update a few synopsis's for 0.9 anyway i finally did that.
On the downsize this makes all synopsis translations currently non-existent.
Translators end up needing to translate something like (2 examples):

now. The words are used to build the various synopsis's with the added
benefit that you have to translate it only once and have it consistently
in every manpage (which was a problem for the original english one, too).
Still includes xml, but at least way less.

Sure.
I wanted to fix a few more things and ask properly for translation updates,
but somehow there is always one more rc bug to fix first… :/
I hope i get these fixes done this weekend as we slowly run out of time.
