Bug#658686: aoid mixing versions on upgarde

It would be nice to have a config option telling apt to
either upgrade _all_ installed packages built from a single
source package, or none. I would like to tell apt to avoid
"mixed-versions" ugrades (or use them as a last resort if
everything else fails).

Setting this option could help to reduce the number of
options to examine on an upgrade conflict, esp. for large
package sets. Packages built from a single source could be
treated as a unit.

Probably its OK if the suggested config option is set to
"off" by default to get the current behavior.

Please excuse if I am too blind to see, but I haven't seen
such an option documented yet.
