Bug#651472: getting python-apt into armhf testing

python-apt is not present in armhf testing and this is making a considerable number of packages uninstallable there. Getting armhf testing into an acceptable shape is a key step towards releasing armhf with wheezy.

The version of python-apt in unstable (which includes armhf binaries) is not migrating to testing because of a testsuite failure (caused by a buggy test) on architectures where libc6 doesn't exist. Michael Vogt fixed this issue in the 0.8.4~exp1 upload to experimental about 11 days ago but did not mention the bug in the changelog. I marked the bug as fixed in the experimental version and asked in that same mail about the fix being uploaded to unstable but got no response (i'm guessing the mail got missed because when the bts forwarded it to the deity mailing list it did so in the form of a "marked as done" mail).

It is not possible to binnmu python-apt in armhf testing because of bug 638918 (which seems to be fixed in unstable/experimental even though it isn't marked as such)

So that leaves two possible soloutions.
1: upload the experimental version to unstable.
2: cherry pick the relavent change from the experimental version and upload to unstable.

apt maintainers: please can you implement one of these soloutions.
