Oh, yes, granted.  (Should I send a new patch or can somebody do the
obvious?)

The debhelper git history doesn't seem to back that up.  Commit
859b245e93028ff72ae9f19dc5f49af7406e7ac8 introduced misc:Pre-Depends ->
multiarch-support, and did not require any particular compat level for
it.
