Bug#649340: man page for apt-get does not include 'download' in the command synopsis

Dear Maintainer,
The man page for apt-get does not include 'download' as one of the possible commands in the synopsis, although it
is described in the body of the man page and works properly. It should be inserted in the synopsis between 'check'
and 'clean', to keep with the order in the body of the man page.
