Bug#633081: python-apt: apt.progress.text does not work if output is not a terminal

Package: python-apt
Version: 0.7.100.1
Severity: normal

apt.progress.text makes a termio ioctl against its output even if it's
not a terminal.

buf = fcntl.ioctl(self._file, termios.TIOCGWINSZ, 8 * ' ')
