As far as i have understood it, it is meant that
Package: meta-abc
Depends: a, b, c
is removed then i remove a.
The bugreport you mention and the "solution" for that just avoids that
b and c aren't removed at the same time (or in apt-get case at least not
sheduled for autoremoval).
That doesn't protect meta-abc from being removed…
