What you want is '--force-confmiss' instead of '--force-confnew' as the
conffile is missing and not new (or modified), but as this is more a
question about dpkg your are better of asking next time on
debian-dpkg@lists.debian.org or maybe even on one of the debian-user@
lists as that is not really development business…
