"if an arch is given" includes the "architecture is set with the
Architectures setting in the tree section of the config file" case.
So, while we haven't test it to full extend by now (= experimental)
it should actually do what you have requested -
if i haven't misunderstood you (again):

In short: apt-ftparchive should generating Packages files which only
include *_all.deb and *_arch.deb packages and
NOT *_anotherarch.deb as before… right?
